What is happening in Health and Care?
The NHS in England has been divided up into 42 different areas called Integrated Care Systems (ICS).
Cornwall and the Isles of Scilly has been divided into three Integrated Care Areas (ICA):
- North and East
- Central
- West

What is an Integrated Care System, and why does it matter to you?
ICS’s bring together commissioners of NHS services, local authorities and place-based partners such as the VCSE sector. Together, these sectors are able to collectively plan and deliver health and care services to meet the needs of their communities.
Collaboration
The VCSE sector is a key partner in delivering care and support and tackling health inequalities:
- People in Mind is personalised support from VCSE organisations collaborating to reduce suicide, improve wellbeing, increase social connections, and increase financial security starting with a conversation based on ‘what matters to you?’
- VCSE sector-led local community hubs and community gateway provide access for people to advice and support.
- Helping people develop personal care plans.
- Supporting high intensity users of urgent care find the non-medical solutions they need.
Our CEO and Chair of Trustees both sit on a range of ICS Boards and meetings and facilitate involvement of a range of experts from across the VCSE sector.
ICB grant
Cornwall VSF received a grant from the Integrated Care Board (ICB) to strengthen VCSE engagement in the ICS.

What is an Integrated Care Board?
The Integrated Care Board (ICB) took over commissioning functions from Clinical Commissioning Groups (CCG’s) on 1 July 2022. ICB’s have overall responsibility for the delivery of NHS services.

What is an Integrated Care Partnership?
The Integrated Care Partnership (ICP) is responsible for creating our ICS strategy. The ICP consists of leads from all partners in the ICS. This includes local authorities, social care and the VCSE sector.

What is an Integrated Care Area?
The three integrated care areas (ICAs) in Cornwall and Isles of Scilly are central, north and east and west.
Each area is made up of primary care networks (PCN). They provide a whole system structure to drive the delivery of the new model of care at a regional level.
ICAs use a population health needs-led approach and have a population of between 150,000 and 200,000 patients.
